The primary purpose of this position is to perform as Supply Management Specialist, providing planning, organizing, and direction over material control and supply efforts for the Operations Engineering Element.
Responsible for the management and control of all activities related to the 319th Civil Engineer Material Acquisition Element.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Ensures the maintenance of audible records; controls processing of supply documents and maintains supporting document control files.

Manages the operation and maintenance of all CE warehousing facilities to ensure adequate storage and movement of all CE materials of which the dollar value may exceed $4 million.

Utilizes the Intermediate Work Information Management Systems (IWIMS), Civil Engineer Material Acquisition System (CEMAS), Standard Base Supply System (SBSS) and similar automated management information systems in identifying problem areas.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Supply Program Management Series 2003.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes employees use practical knowledge of a wide range of well-established and commonly applied supply principles, concepts, and methodologies in one or more of the technical supply specializations (inventory, packaging, storing/distributing, or cataloging) or of supply program operations, when such work requires the application of some judgment and analysis to provide services or resolve problems. Employees use knowledge of established supply systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken. Some employees in staff level or quality control positions use knowledge at this level to perform analytical assignments involving specific issues associated with supply management or operations, or to study and recommend solutions for a segment of a broad study involving several issues or problems.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of civil engineer, supply, finance, transportation, safety and purchasing regulations, requirements, procedures, techniques and methods applicable to material acquisition.
  2. Knowledge of policies and procedures for requisitioning, stock control, warehousing, vehicle safety and financial management.
  3. Knowledge of data entry and processing acquisition, financial management and supply transactions, i.e., Civil Engineer Automated Management System (CEMAS), CE Intermediate Work Information Management System (IWIMS). Standard Base Supply System (SBSS). Defense Enterprise Accounting and Management System (DEAMS), etc.
  4. Knowledge of health, safety, environmental and security regulations, practices and procedures.
  5. Skill in analyzing information systems, automated reports and determining trends, identifying possible problem area and the ability to develop/enforce corrective actions to continually improve processes to meet customer requirements. Skill in developing, implementing and monitoring supply, financial, contracting processes and internal controls.
  6. Ability to plan, organize, and direct the functions and staff of a small size to medium size organization. Ability to communicate effectively, both oral and in writing to prepare and present briefings, coordinate planning efforts and manage program activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
